If the App Store itself is not responding, contact Apple Support. After rebooting the apps did download successfully, but now. After searching here I found a suggestion to reboot my phone, so I did that. I updated to iOS 8.3 just now and tried to download some apps, only to be met by a bug where I couldn't download anything from the App Store.
